The enactment of the Tatak Pinoy or Proudly Filipino Act is a giant leap for the Philippines towards its goal of becoming an industrialized country.
Close to five years in the making, the landmark legislation was a product of extensive studies, research and consultations by the Office of Senator Sonny Angara with industry leaders, representatives of micro, small and medium enterprises, the academe, foreign institutions, and relevant government agencies for the crafting of the landmark law.
Senator Sonny Angara is the principal author and sponsor of Republic Act No. 11981 which establishes a policy platform for the public and private sectors to collaborate to help domestic enterprises become more globally competitive and offer more diverse and sophisticated products and services.
Salient points
Genuine Local Preference
In all levels of government procurement, preference and priority shall be given to Philippine products and services in sectors and economic activities included in the Tatak Pinoy Strategy (TPS).
Access to Financing
Gov’t Financial Institutions shall provide low-interest or flexible loan programs, credit guarantees, lease agreements, venture capital, and other modes of financing for domestic enterprises to expand their businesses, upgrade their technology, and enhance their capability to produce sophisticated products and services.
Efficient VAT Refund
The BIR shall ensure faster processing for VAT refunds of Tatak Pinoy enterprises.
Green Lanes
Relevant government offices shall establish green lanes for Tatak Pinoy investments and exports to expedite processing times for approvals, permits, licenses, and certifications.
Market Access Facilitation
The TP Council shall ensure better access for Tatak Pinoy products and services to domestic and international markets. Relevant gov’t agencies shall incorporate Tatak Pinoy products and services in existing marketing plans, including placements in international exhibitions, tourist hubs, ports of entry, and high-traffic retail areas.
